【摘要】:TypingofhumanresourcesinSARisbaseduponthebuildinganddeploymentofcrewsandteamsforspecifictasks.BecauseofthewidevarietyoftaskswhichareperformedduringSARincidents,threecommontypesofresourcesareacknowledged:search;rescue;anduntrainedresources.Thenatureoftypicalsearchandrescueincidentsinlocaljurisdictionsandthefinancialresourcesofthelocaljurisdictionwilldictatewhichtypesandkindsofresourceswillbemaintainedbythejurisdictions.Notalltypesorkindsofresourcesareexpectedtobeavailableinalljurisdictions.KindclassificationsofhumanresourcesarebaseduponthespecificenvironmentsinwhichSARcrewsareaskedtowork.Specialties,ofwhichtherearemany,withineachofthekindclassificationsarenotacknowledgedbythisclassification.Itisuptothejurisdictionorderingresourcestoascertainwhetheradditionalsubcategoriesofkindclassificationsareappropriateforthetaskathand.Thesecategoriesmightincludespecialcapabilitiesforweatherorterrainextremes,orforanyotherunusualcircumstancesorrequirements.SARcrewsmaybeclassifiedasmorethanonekindbutnotasmorethanonetype.1.1Thisclassificationisintendedtoaidsearchandrescue(SAR)managersinorderingresourcesforsearchandrescueincidentsandtoaidincommunicatingthetypesoftasksforwhichsearchandrescuecrewshavebeentrained.1.2ThisclassificationisintendedasasupplementtotheresourcetypingspecificationsoftheIncidentCommandSystemandspecificallyasameansoftypinghumanresourcesusedinsearchandrescueactivities.1.3Thisclassificationissuitableforclassfyingsearchandrescuecrewsforawidevarietyofemergencymanagementpurposes.1.4Thisclassificationdoesnotattempttoclassifyindividualsorputforthstandardsofperformanceortrainingforindividuals,norisitmeanttoconveycertification,skillproficiencyorothermeasuresofthelevelofperformanceoftheresource.Thesequalificationsaretheresponsibilityofthelocalagenciesresponsibleforutilizingtheresource.
